Boris Irving Bittker was born on November 16, 1916, in Rochester, New York. He received his B.A. from Cornell University in 1938. Bittker attended Yale Law School and obtained his LL.B. in 1941. He clerked for Judge Jerome N. Frank on the U. S. Court of Appeals for the Second Circuit. Bittker worked as an attorney in the Office of Emergency Management, Foreigh Economic Administration (Lend-Lease Administration) from 1942 until he was inducted into the Army.
